How to read a disagreement

A substance prohibited in one market and permitted under conditions in another is not a contradiction to be resolved. Each position is correct in its own jurisdiction, and a product sold in both must satisfy the stricter one.

  • 210 substances are classified differently by the markets that hold a rule for them.
  • 127 of those are prohibited in at least one market and permitted in another.
  • A market absent from a comparison has no imported rule here; that is not evidence it permits the substance.
  • Where a market holds two rules at once, its position depends on the use, and both are shown.

The disagreements on this page are not errors. Each regulator reached its position through its own procedure, on its own evidence, at its own date, and each is correct where it applies. What the comparison shows is that "is this ingredient allowed" has no single answer once a product crosses a border.

Most divergence has one of three ordinary causes. The first is timing: a restriction adopted in the EU propagates to markets that mirror EU law, but not simultaneously, so for a period the same substance is restricted in one and unrestricted in another purely because an amendment has not been transposed yet. The second is instrument: some markets legislate by prohibition list, others by positive list, and a substance's absence means opposite things under the two — unlisted is permitted by default under a prohibition list and forbidden by default under a positive list. The third is scope: a rule may bite only for a particular product category, concentration or route of exposure, so a market that prohibits a substance in leave-on products and permits it in rinse-off appears in both columns at once.

For anyone formulating, the practical consequence is simple and uncomfortable: a single formula sold across several of these markets is governed by the strictest position among them, not by the average and not by the market it was designed for. A substance permitted at 1% in one place and prohibited in another cannot be used at all in a product shipped to both, unless the formula is split by market — which is a commercial decision, not a regulatory one.

Read a row here as a starting point, never as the finding. The status words compress a rule that may run to several conditions, and the concentration limits, product-type restrictions and warning requirements that decide compliance live in the individual records. Every market named links to the rule it came from, and every rule to the official source it was read from; that chain, rather than the summary, is what a regulatory file needs.

One substance can be regulated differently depending on where a product is sold. This page lists the 210 substances whose position differs across the 13 markets the site tracks, most consequential first.

A market is listed only where a rule has been imported for it. A market's absence from a row is not evidence that it permits the substance — it means this site holds no rule for that pairing, and the official source still has to be checked.

"Restricted" and "permitted on a positive list" are different instruments and are not merged: a colourant approved for named uses is not the same as a substance allowed below a concentration limit.
