Where an annex entry limits a substance to certain products, the words it uses become a category here. That is why the list looks uneven: 'oxidative hair dye products' sits beside 'toothpaste' and 'rinse-off products', at quite different levels of generality, because the regulation wrote them at different levels of generality for different substances.

They behave as closed lists rather than as categories with a principle underneath. Salicylic acid is limited to 0.5% in body lotion, eye shadow, mascara, eyeliner, lipstick and roll-on deodorant, and to 2.0% in other products. There is no shared property of those six that a seventh product could be argued into. A face serum is not a body lotion, and a stick deodorant is not a roll-on.

This is why the category is often the deciding term of a restriction rather than the number beside it. Kojic acid at 1% is permitted in face and hand products, so a body product using it at 0.5% has no entry to rely on at all. A product spanning two categories answers to both, and the stricter one governs.
