What this list requires
These are fragrance substances that must be named individually on the label once they exceed a concentration threshold. Declaration is not prohibition — they remain permitted, and the requirement is about disclosure.

- Thresholds are 0.001% in leave-on products and 0.01% in rinse-off products.
- Below the threshold the substance is covered by the word 'parfum' in the ingredient list.
- Declaration is a labelling duty under Article 19, not a restriction under Annex III.
A fragrance is normally declared on a label as a single word — 'parfum' or 'aroma' — which is a deliberate exception to listing every ingredient. These substances are the counter-exception. Once one of them is present above its threshold, it must be named individually in the ingredient list even though the rest of the fragrance need not be.
The thresholds are the mechanism and they are not symmetrical: 0.001% in a product that stays on the skin, 0.01% in one that is rinsed off — a tenfold difference reflecting how much contact the skin actually gets. A substance below its threshold is not omitted improperly; it is covered by 'parfum' as intended.
What this list does not do is restrict. These substances remain permitted, and the requirement attaching to them is disclosure so that someone with a known sensitivity can recognise what they react to before buying. Some of them appear in Annex III as well, with an actual concentration limit, and that is a separate matter from the labelling duty.
The set has grown. These 26 were substantially expanded by Regulation (EU) 2023/1545, which added dozens more with transition periods running into 2028, so a label compliant when it was printed may need revisiting.

About EU fragrance allergens
Fragrance allergens covered by Annex III must be declared individually when the applicable finished-product threshold is exceeded. Regulation 2023/1545 added 56 allergens and updated or grouped existing entries; the legally binding conditions are those in the current Annex III text.
Threshold limits: above 0.001% in leave-on products (creams, lotions, perfumes) and above 0.01% in rinse-off products (shampoos, shower gels, soaps).
Products placed on the EU market before 31 July 2026 may continue to be made available until 31 July 2028 under the transition conditions stated by the European Commission.
