Lilial is on the declaration list and prohibited at the same time. It sits in Annex II as entry 1666, so the labelling duty now applies only to what remains unavoidably present.

Two regulatory stories overlap here and it is worth keeping them apart. Butylphenyl methylpropional was added to the fragrance allergen list because it sensitises skin — that is a labelling duty, and it never restricted use. It was later prohibited outright for a different reason: a CMR classification, which Article 15 turns into a prohibition. The substance is now Annex II entry 1666.

So the declaration threshold still exists but has almost nothing left to apply to. A cosmetic may not contain Lilial deliberately at any concentration. What Article 17 tolerates is an unintended trace that is technically unavoidable under good manufacturing practice, and where such a trace exceeds 0.001% in a leave-on product it would still have to be named — a combination that is close to theoretical in practice.

It was one of the most widely used muguet materials in fragrance, so it appears on a great many labels printed before the ban. Finding it in an ingredient list dates the product rather than telling you something about current compliance.
