About this allergen

Lyral was banned from EU cosmetics in 2021 after being one of the most frequent causes of fragrance contact allergy. It is Annex II entry 1380 and remains on the declaration list.

Lyral is the clearest case in the fragrance allergen set of a labelling duty that did not prove sufficient. It was added to the declaration list in 2003 so that people who reacted to it could recognise it, and the reaction rates recorded in dermatology clinics over the following decade were high enough that the SCCS concluded declaration was not an adequate answer. It was prohibited by Regulation (EU) 2017/1410, with sale of existing stock ending in 2021.

That sequence is worth noticing, because it is the exception. Most of the declared allergens have stayed on the list for two decades without being restricted. Being declarable is not a step towards prohibition; here it happened to be, and the evidence that made it happen came from patch-testing data rather than from a hazard reclassification.

Like Lilial, it stays on the declaration list even though it may no longer be used, so the threshold applies only to what remains unavoidably present under Article 17.
