Brazil's list here is prohibitions only, published by ANVISA in Portuguese through numbered resolutions. The restricted-use and positive lists are separate instruments and are not part of this set.

ANVISA publishes through RDC resolutions, each amending what came before; the consolidated text is what governs.
The Portuguese text is authoritative, with INCI names used as a crosswalk rather than as the legal identifier.
Restricted substances, colourants, preservatives and UV filters live in other ANVISA instruments not covered here.

Every Brazilian record on this site is a prohibition, and that is a statement about the source rather than about Brazil. ANVISA regulates cosmetic ingredients through a series of resolutions — RDCs — each of which amends, extends or replaces earlier ones. The set we hold is the consolidated list of prohibited substances. Brazil's restricted-use list, and its positive lists for colourants, preservatives and UV filters, are separate instruments and are not represented below.

So a substance with no record here has not been checked against those other lists. Silence on this page means silence about prohibition, and nothing at all about restriction.

The Portuguese text is the legal one. INCI names appear as a crosswalk to help identify a substance across markets, but a Brazilian entry identifies its subject in Portuguese and by CAS number, and where a crosswalk and the source disagree, the source is what a regulator will read.
