What the glossary is

The EU glossary of common ingredient names settles how an ingredient is written on a label. It is a naming instrument, not an approval list — being in it says nothing about whether an ingredient may be used.

  • 30,418 entries, published as a Commission implementing decision.
  • Its purpose is Article 19 labelling: the name that must appear in the ingredient list.
  • Inclusion is not permission, and a glossary name is carried by prohibited substances too.
  • The glossary has its own application date, separate from any annex amendment.

Article 19 of the Cosmetics Regulation requires ingredients to be listed on the packaging using the common ingredient name, and this glossary is where those names are fixed. That is its entire job. It exists so that the same substance is written the same way on every label across the Union, and so that a consumer or a clinician reading an ingredient list is reading a name that means one thing.

The most common misuse follows directly from the size of it. Thirty thousand entries look like a catalogue of what may be used, and it is not one. A substance prohibited under Annex II has a common name too, because a name is needed whether or not the substance may be in a product — for enforcement documents, for safety reports, for the annexes themselves. Finding an ingredient here establishes what to call it and nothing else.

The glossary is issued as a Commission implementing decision with its own application date, which does not move when an annex is amended. So the naming of a substance and its regulatory status change on different timetables, and a current glossary entry can sit alongside a restriction added afterwards.

Used for what it is, it answers a real and frequent question: given a material with a trade name, a CAS number or a supplier's description, what has to appear in the ingredient list.

What a glossary match means

Label nomenclature

The list supplies common ingredient names for the ingredient list required by Article 19(1)(g) of Regulation 1223/2009.

Application date

The new glossary may be used from 30 July 2025 and applies from 30 July 2026 under Decision (EU) 2025/1175.

Not an approval list

A name appearing here does not mean the substance is permitted, unrestricted or safe. Review applicable Annex II–VI entries and current official law separately.

Source and import controls

Source: the English XHTML manifestation of Commission Implementing Decision (EU) 2025/1175 from the Publications Office CELLAR service. The importer accepts the dataset only when all 30,418 numbered rows are present, sequential and bounded by known first and last source records; replacement happens in one database transaction.
