ASEAN Annex III lists this record among substances allowed only under restrictions and conditions. Member-state transition rules and deviations still require local verification.
Conditions and restrictions
Hair dye substance in oxidative hair dye products Use for dyeing eyelashes and eyebrows is not permitted. · After mixing under oxidative conditions the maximum concentration applied to hair must not exceed 0.68 % (as sulphate) • Do not use with nitrosating agents • Maximum nitrosamine content: 50 μg/kg(21) • Keep in nitrite-free containers The direction for use “wear suitable gloves” must be included in label or leaflet text. · The mixing ratio must be printed on the label. Hair colorants can cause severe allergic reactions. Read and follow instructions. This product is not intended for use on persons under the age of 16. Temporary “black henna” tattoos may increase your risk of allergy. Do not colour your hair if: • you have a rash on your face or sensitive, irritated and damaged scalp, • you have ever experienced any reaction after colouring your hair, • you have experienced a reaction to a temporary “black henna” tattoo in the past Do not use to dye eyelashes or eyebrows

Questions this page answers

This substance is not unrestricted: cosmetic use is subject to the conditions in the cited official record. Check product type, body area, concentration, purity and warning requirements before deciding whether a formulation is compliant.

If this row does not reproduce conditions, open the cited official detail because omission does not mean unrestricted use. Regional annex coverage does not replace member-state implementation dates, notifications or national deviations.

The record cites ASEAN Annex III, reference 223, source version 2026-1. Open the official source.

No. CAS helps resolve identity, but jurisdictions can classify the same substance differently and can apply different product scopes, limits, warnings and transition dates.
