The most common mistake with this entry is to read it as a restriction on titanium dioxide. It is not. The chemical name in the record does the work: powder form containing 1 % or more of particles with aerodynamic diameter ≤ 10 μm. What is restricted is a form fine enough to be inhaled, which is why the limits attach to loose powders and aerosol sprays and why the condition for everything else is about the lungs rather than about a concentration.
That is also why one substance carries three annex entries. As a colourant it is CI 77891 in Annex IV. As a UV filter it is in Annex VI, with its own conditions covering nano forms. Here in Annex III it appears a third time because of an inhalation concern that has nothing to do with either function. A formula can be answering all three at once, and an answer taken from one of them is not an answer for the product.
